- Riser researched and compiled market-based comparables from New York and across the United States to enable The Port Authority to conduct informed pricing negotiations with major television broadcasters desiring Digital Television antennas atop The World Trade Center.
- Guided The Port Authority in vetting bids and selecting the firm to construct and manage a shared-use, equal access, wireless telecommunications access system to enable commercial wireless service carriers to provide radio signal coverage inside specified Port Authority facilities, including WTC Concourse, 3 airports, and 3 tunnels.
- Developed contract language for both the initial Memorandum of Understanding and the final contract.
- Reviewed all World Trade Center telecommunications contracts for a valuation report to The Port Authority.
